Add news section to the top page. Reorganized content, highlighting the most significant items in the navbar tabs, and putting everything else in "Everything else".

Major changes. Revised the entire content, the navigation, and stylesheets. Created nstparser.pl to generate the content from naturally structured text, hence the name. More changes are coming very soon.

Made the software-cache sections easier to read with a quick snapshot of the timestamp, download link and color-coded status info of the latest file.

Start of this log. The site is basically incomplete. Software cache has win32 and java sections working well, a few more programs are to be added later if necessary. Linux and docs sections remain todo for now. The links section is partially finished. Everything else is missing and marked as "todo".
